Recently, following document review and on-site evaluation by a municipal panel, the results of Chizhou’s 2025 assessment of innovative grassroots governance projects were officially announced. Qimin Community of Jiuhua Town, Jiuhuashan Global Geopark stood out among numerous entries with its distinctive model of “Party-building leadership + coordinated governance between scenic area and community”, earning recognition as an outstanding innovation case.
Located in the core area of Jiuhuashan Global Geopark, Qimin Community carries the dual responsibility of serving residents and managing visitors, resulting in diverse and complex service demands. To address these challenges, the community has built a Party-led governance model under the brand “Xiao Zhi Here to Help”, extending the service philosophy of “Serving the People with Heart”. This approach closely aligns Party-building initiatives with real livelihood needs, creating a new pathway for integrated governance between the geopark and the community.

Grid-Based Governance: Listening and Responding to Public Needs
Based on population distribution and visitor flow, the community has been divided into 7 primary grids and 15 micro-grids. A team of 38 members—including Party members, dedicated residents, and local business volunteers—has been mobilized. A coordinated working structure has been established, where:
• Community committee members act as grid managers
• Volunteers serve as information collectors
• Functional department staff act as liaison officers
Each grid is staffed with at least two personnel, ensuring regular collection of public feedback and timely issue reporting.
Since 2025, the community has conducted over 1,200 visits to residents and businesses and more than 60 visits to temples. A closed-loop response mechanism—“grid collection → community response → township coordination → departmental action”—has enabled the efficient resolution of 35 key livelihood issues, with both resolution and satisfaction rates exceeding 95%, significantly improving governance responsiveness.

Targeted Services: Delivering Warmth to Residents and Visitors
For residents, the community Party branch provides “Senior Care Insurance” annually to 181 elderly residents aged 60 and above, and regularly organizes free medical outreach services. The community service center has been upgraded to include spaces such as an elderly activity room and a fitness area, hosting over 15 events including intangible heritage workshops and red film screenings.
A “family-school-community” co-education program has also been launched, organizing 18 themed activities such as “Young Workers for a Day” and fire safety lectures. A dedicated Children’s Service Station offers homework tutoring and interest development programs, benefiting over 60 children.
For visitors, the “Xingyuan Jiuhua” Visitor Station provides around-the-clock services, with more than 30 volunteers offering travel guidance, emergency assistance, and luggage storage—enhancing the overall experience within Jiuhuashan Global Geopark.

Infrastructure Improvements: Addressing Public Concerns
Resonding to strong feedback from residents and businesses, the long-neglected Chenjiashan Road was prioritized as the community’s top livelihood project. To minimize disruption, Party members and volunteers formed service teams to coordinate staggered construction schedules.
With over RMB 1.09 million secured, the project included road repairs, drainage system upgrades (300 meters restored), and installation of 10 new streetlights—greatly improving accessibility and safety.
The results have been tangible:
• Average business revenue along the road increased by over 25%
• Homestay occupancy rates rose from 65% to 80%
• Local disputes decreased by 40% year-on-year

Moving forward, the Qimin Community Party Branch will continue to focus on the dual needs of residents and visitors, refining services and governance with greater precision. By expanding service scenarios, strengthening support teams, and innovating service models, it aims to further enhance the impact of its “Serving the People with Heart” initiative—setting a benchmark for community governance within Jiuhuashan Global Geopark.
